The Soviet Union bought a production license for car engines and aircraft from the USA. One of them was Vultee V-11. The Red Army Air Force really yearned for armored ground assault aircraft. Therefore the license produced aircraft got armoring but became overweighted and slow. Thanks to these problems they were assigned to a civil company Aeroflot for mail.
